THE BOARD OF DARKE COUNTY COMMISSIONERS MET IN REGULAR SESSION AT 1:30 P.M. WITH MEMBERS PRESENT: Commissioners Michael W. Rhoades, Michael E. Stegall and Diane L. Delaplane; Robin Blinn, Adm. Clerk/Secretary; Patty Harter, Asst. Clerk/Secretary; Alex Mikos w/TIGER Radio & Elisabeth Wirrig w/Daily Advocate; and DC Citizen Bob Foster.
Mr. Stegall moved to approve the Regular Session minutes of Monday, May 21, 2012; seconded by Mrs. Delaplane and all voted YEA.
IN THE MATTER OF EXAMINATION AND ALLOWANCE OF BILLS
Mrs. Delaplane moved to approve the following list of vouchers for payment; seconded by Mr. Stegall and all voted YEA.
185 entries, County-$18,216.02, Other-$185,876.22, Totaling: $204,092.24
IN THE MATTER OF RESOLUTION (R-70-2012) TRANSFER OF APPROPRIATIONS (JFS/CSEA) and FUND ADVANCE BACK (from #135/Ditch Maint. to #610/Solid Waste District)
Increase in shared costs – Transfer $90,000 Non Certified Homes #151-5101.533103 to Administration #151-5101.538000
Advance Funds Back to Solid Waste – Total cost of tractor is $54,000/originally advanced $55,000 on April 23, 2012 - $1,000 Advance Out #135-3010.590000 to Advance In #610-3020.490000.

IN THE MATTER OF PUBLIC ATTENDEES COMMENTS: (Discussion can be heard in detail by MP3 Format Sound/120521-in the Commissioner’s Office)
**Elisabeth Wirrig w/Daily Advocate: Question regarding funding etc. for the CDBG Hearing that was held earlier today. Wanted to know when the decision would be made by the Commission Board for awarding the CDBG Projects? Commissioners advised that they cannot be awarded until June 6, 2012. They will be announced in Regular Session sometime after that date.
**Alex Mikos w/TIGER Radio and DC Citizen Bob Foster: Both wanted to know the status of the State possibly taking off the .28 cell phone tax from all citizens that have a cell phone. What is the status of that possibility? Commissioners advised that the CCAO has gone to the State and addressed their concerns regarding the removal of that tax and that the 88 counties in the State of Ohio count on that tax to help upgrade their equipment and worries how the counties would be able to fund the 911 Fund. The CCAO feels that the State is taking another look at the 911 situation and that the State is going to work it out so the counties in Ohio continue to receive sales tax monies for help funding 911. Commissioner Stegall advised that there is more to come and as of right now, the cell phone tax is continuing to be discussed. He advised that once we hear for sure about the cell phone tax; you, the Media will be advised and then you can publish in the paper or announce by radio to the citizens what decision has been handed down from the State.

IN THE MATTER OF FURTHER DISCUSSION BY THE BOARD
**All Commissioners met with County Engineer & Co. Road Supt. for their 2013 County Budget; also met with Co. Recorder, Co. Sheriff & Chief Deputy, Business Adm. and DC EMA/LEPC, separately, for their 2013 County Budget.
**All Commissioners and Community Development/Grants Coordinator, along with Mote & Henderson Project Engineers, met for the second and final hearing with various individuals that have filled out applications for CDBG monies, and advised them that the Commission Board etc. will make a decision after June 6, 2012, of whom is going to receive CDBG monies.
**All Commissioners and Business Administrator met with Representatives from Palmer Energy, regarding the counties status etc. for energy savings.
